Abstract
In 2005 and 2006 a Commission from the House of Parliament in the Netherlands screened the TBS by hearings of professionals from the TBS field, jurists, lawyers and scientific researchers. Ambulatory TBS under conditions and the different degrees of leave into the community are discussed within the perspective of public safety. In its final report the commission supports the TBS-system in its recent developments such as the broad risk-assessment, community forensic mental health care and a policy for more coercive psychiatric medication. Unanimously, there is agreement upon the fact that the Minister of Justice is the final responsible person for the TBS, but co-operation with the public mental health system is acclaimed.
