Abstract
The Dutch central government has decentralised long term social care, making 400 Dutch municipalities each responsible for arranging social care for adults and children. The municipalities outsource the specialized care, but there is great variety in the way tenders are organized and contracts are drafted. In this report we explain the most important ways to influence behaviour and performance of contractors through the contract and tender procedure. The report indicates to what extent Dutch municipalities already apply these 'techniques' in the 2014 tenders of WMO-care.
