Abstract

The entry gives an account of the post-conflict constitutional framework of Bosnia and Herzegovina. The first section gives a brief contextual reference regarding the emergence of the present system. The second part analyzes how territory and different levels of government interact with identity differences translated into the constituent peoples. The third part addresses how the ethnoterritorial mosaic relates to institutional and procedural frameworks of the BiH constitutional system. The fourth part identifies several aspects (compromise, consensus, competition, and confrontation) that overlap and influence the functioning of the system. The fifth part evaluates the role of the OHR in BiH. The remaining part of the entry deals with the challenge of enabling citizens to participate in shaping the future of the system.
