Abstract
This article is only available in Dutch.By implementation of the law OM-afdoening (Public Prosecution Dispositions, July 18 2006) a new form of judging criminal matters is introduced: The sentence arrangement. In the sentence arrangement the Public Prosecutor can impose sentences and measures and issue directions.The implementation program takes place in a complex administrative setting. In the schedule of the program an adaptive approach was used to be able to grab the offered opportunities and use the strengths of the different partners. The agreed implementation line was nevertheless leading!The ICT component within the program was very large. It was in the realisation of (components of) new ICT systems where large pressure was build up. This pressure led to several crises which resulted in adapted but feasible plans. Crisis as an engine for change.The set-up of the implementation program with a small central program management team, compliance with chain-laws from the theoretical framework of Chain-computerisation and the staffing of the program played a vital role. The program shows that with this approach it is possible to reach qualitatively better results.
