Abstract
The assurance of quality' seems to be an imperative dominating both scientific and political discourses on education. For the content of the notion 'quality' depends on the voices of different actors within education, it is argued how 'quality' and 'quality- assurance' have a strategic dimension. To develop this argument we offer an elaboration of Foucaults analysis of governmentality and biopolitics. We point out how our actual thinking about the teacher and school as positioned in an evironment, and about 'quality' in general, is linked up with transformations in governmental strategies.
