Abstract

This PhD thesis adresses the reactive instruction as an interadministrative supervisory instrument in spatial planning. The central question is: What are the benefits and the necessity of the reactive instruction as a specific interadministrative supervisory instrument in spatial planning? The reactive instruction has a unique position and function in spatial planning. The other general interadministrative supervisory instruments are no alternatives. The reactive instruction needs improvement, because the supervision in spatial planning lacks restraint.
